Who could be to blame for the use of the veto by Russia and China at the UN security council, to block sanctions against Syria? The Russian and Chinese governments?
If you look at this post by Con Coughlin of the Daily Telegraph, you might be forgiven for thinking it was mainly David Cameron and Nicolas Sarkozy - for pursuing regime change in Libya on the back of a no-fly-zone resolution. This has made the Russians, the Chinese and others suspicious, even though the resolution the two countries vetoed this week had nothing to do with military action of any kind. Coughlin ought to ponder the meaning of the words 'pretext' and 'excuse'. (Thanks: RB.)
