Panetta is reported to be talking about the agency's campaign against militants - and he appears not to mean trade union activists. No, these are militants sometimes also known as [arghhh]terrorists[/arghhh], as in al-Qaida; and it's a matter of missile attacks on them. Panetta says things like the following:
