Not instead but as well

Further to that last, here's yet one more piece opposing the idea of a league of democracies. Key for Mark Mazower is the need to reform the UN, rather than trying to create something in its stead. The argument depends, as I've said before, on seeing a league of democracies as replacing the UN; but one can conceive it as just one of the means for trying to improve the UN. This point Mazower doesn't address.
