It's not about hats or the colour blue, but one of the ways in which Jews were referred to in China until the middle of the 19th century (meaning 'people who came from the West to China'). Professor Xu Xin of Nanjing University writes about the Kaifeng Jewish community, knowledge of Jewish-related matters in China, and the recent growth of Jewish studies in that country.
